I believe that you'll need to override the Magento/LayeredNavigation/view/frontend/templates/layer/view.phtml
template. Here is the relevant code:

<strong role="heading" aria-level="2" class="block-subtitle filter-subtitle"><?php /* @escapeNotVerified */ echo __('Shopping Options') ?></strong>
