          It's not overriding the file,



          all the xml file with same name in any layout specific to area will merge up as single file.



          Since the context isn't straight forward, so I would guessing these would be cause for you




          1. Check whether the module is installed or not

          2. Move your file to theme layout.

          3. Clean cache and then check your changes.


          Update your code which you want to extend the functionality. So we could provide some information based on that.
