It looks like you are calling $this->helper('contacts') from inside your Helper class. The helper() function only exists on certain classes, but Mage_Core_Helper_Abstract is not one of them. You should instead call Mage::helper('contacts')



Update



For the sake of a more informative answer, the two core classes that come with the helper() function are Mage_Core_Model_Layout and Mage_Core_Block_Abstract. If you are inside of a class that extends either of these you will be able to use $this->helper(). Otherwise you would need to call the global Mage::helper().
